Mr Tse joined Hong Kong Genome Institute (HKGI) as the Chief Administrative Officer in October 2020. He oversees HKGI’s corporate services and external affairs, including finance, procurement, information technology, legal and human resources, as well as corporate communications and board secretariat. He is also responsible for leading on-going efforts to enhance the corporate governance and operational efficiency and to ensure the smooth implementation of the Hong Kong Genome Project, while raising the awareness of the general public on genomic medicine and the far-reaching benefits it brings along.
Mr Tse has 30 years of extensive experience in finance and administration, covering a spectrum of strategic management roles in financial management, business development, operations management, corporate services and governance. Between 2014 and 2019, he was the Chief Financial Officer of the West Kowloon Cultural District Authority. Previously, he held various senior management positions in large established public bodies and multi-national corporations, including the Hong Kong Science and Technology Parks Corporation, Jardine Matheson Group and Ernst & Young’s Hong Kong and Sydney Offices.
Mr Tse has been involved in professional and community services, and he currently serves as the President of Hong Kong Public Sector Accountants Association and a member of Branding and Communication Committee of the Hong Kong Institute of Certified Public Accountants (HKICPA). He was the Chairman of its Qualification and Examinations Board and a Council Member of the HKICPA from 2014 to 2016. In 1997, he was awarded as ‘Young Accountant of the Year’ by the HKICPA for his outstanding contribution to the accounting profession.
Mr Tse graduated with Bachelor of Commerce and Master of Commerce degrees from the University of New South Wales, Australia. He is a fellow member of the HKICPA, the Chartered Accountants Australia & New Zealand, and the Hong Kong Chartered Governance Institute.
