Senior Manager (Project and Operations)
Reporting to the Head of Operations, the incumbent will advance technologies to improve project and operations execution. The incumbent will assume the following responsibilities:
Key Responsibilities
Strategic Leadership
- Provide strategic advice to the Chief Officer and Head of Operations on system development, operations, data management and project execution to support clinical and research outcomes
- Lead and mentor teams in System and Operations, Data Management, Integration and Sharing, Artificial Intelligence (AI) and Project Management to foster innovation and continuous learning
- Act as the primary liaison, promoting collaboration among technical teams, business units, and vendors to enhance system integration, data sharing, and project delivery
- Develop and monitor performance metrics for teams to align with organisational goals
- Build and maintain strong vendor relationships to deliver high-quality, cost-effective solutions
- Perform any other duties assigned by senior officers
System and Operations
- Manage and optimise IT systems for high availability, scalability, and performance
- Leverage technological innovation to enhance operational efficiency, support clinical and research objectives
- Design and implement disaster recovery frameworks and business continuity plans to ensure operational resilience
- Ensure IT systems and applications comply with IT governance frameworks, regulatory standards, and security best practices
- Strength IT systems by implementing best practices for security and performance
- Manage budgets, resources, and vendor relations for timely, cost-efficient system improvements
Data Management, Integration and Sharing
- Develop strategies for data governance, integration, and sharing to support clinical, research, and operational goals
- Oversee the deployment and optimisation of data management/sharing tools for seamless data flow across internal teams and external stakeholders
- Ensure compliance with regulatory standards, privacy laws and organisational policies in all data-related activities
- Collaborate with internal and external parties to identify opportunities for data integration and innovation
- Monitor trends in data management and implement new technologies to enhance data accessibility, usability, and security
- Conduct regular reviews of data integration and sharing practices for alignment with governance frameworks
Project Management
- Lead project teams to deliver systems on time, within budget, and in compliance with security guidelines and privacy regulations (e.g., SRAA, PD(P)O)
- Manage the full lifecycle of IT projects, from system design, development, testing, implementation, to post-launch optimisation
- Implement governance frameworks for consistency, quality, and accountability in projects
- Drive adoption of new systems and technologies by developing training programmes and communication plans
- Provide regular updates to management and stakeholders on project milestones, risks and outcomes
- Evaluate emerging technologies to identify opportunities to optimise processes and enhance organisational capabilities
- Optimise IT budgets and resources for efficient delivery of platforms and applications
Requirements:
We are seeking a high-calibre candidate for the post of Senior Manager (Project and Operations) who possesses:
- A bachelor’s degree in Computer Science, Information Technology, or a related field
- At least 10 years of relevant IT experience in sizable organisation or public body, of which at least 5 years in a senior position in software development, project management, or system operations
- In-depth knowledge of IT infrastructure, software development methodologies (Agile, DevSecOps), and system architecture
- Proven experiences in managing large datasets
- Ability to develop IT strategies that align with business objectives
- Ability to identify, assess, and mitigate risks in IT operations, ensuring compliance with industry standards and regulations
- Strong project management skills with experience in managing large-scale projects
- Proven leadership in leading cross-functional teams for projects
- Excellent analytical skills for identifying issues and implementing effective solutions
- Strong verbal and written communication abilities to convey technical concepts to non-technical stakeholders
- Experience managing vendor and stakeholder relationships in alignment with organisational goals and service level agreements
- Proven experience in budget management for IT projects, ensuring cost-effective solutions

Assistant Manager (Procurement)
Key Responsibilities
Reporting to the Senior Manager (Finance), the incumbent will assume the following responsibilities:
- Provide full support in procurement in accordance with the HKGI’s procurement guidelines
- Assist in managing end-to-end procurement activities, including purchase requisitions, supplier sourcing, quotation analysis, purchase orders, and supplies management process
- Collaborate with internal stakeholders to understand procurement needs and support the preparation of tenders/quotations/contracts, purchase orders and related documentation
- Liaise with service providers to ensure compliance with procurement workflow and requirements, negotiating pricing, terms and conditions of contracts and agreements
- Assist in the evaluation of tenders/quotations, preparing recommendation reports and supporting documents for management approval
- Maintain meticulous documentation and record trails of all procurement transactions, including registers for procurement exercises, status updates, contract and vendor management
- Conduct performance evaluation of the appointed vendors in collaboration with internal stakeholders

System Analyst (Data Management)
The System Analyst (Data Management) will be integral to HKGI’s Data Warehouse project, focusing on the design, development and maintenance of a new data lakehouse platform for managing bioinformatic and genomic data. This initiative aims to consolidate data from various existing platforms. The incumbent will collaborate closely with system architects and engineers to refine platform architecture, optimise performance, and ensure scalability, and assume the following responsibilities:

- Design and implement a robust, scalable, resilient, and high-performance data storage and management system tailored for genomic data
- Define and document system architecture, data models, data flow diagrams, and system interfaces
- Evaluate and recommend optimal storage technologies (e.g., object storage, parallel file systems, databases) based on performance, cost, scalability, and reliability
- Identify and address performance bottlenecks within the data storage and retrieval pipeline
- Develop a scalability plan to accommodate the rapid growth of genomic data
- Collaborate with bioinformaticians, software engineers, and DevOps teams to align the data infrastructure with their needs

Requirements:
We are seeking a high-calibre candidate for the post of System Analyst (Data Management) who possesses:
- A bachelor’s degree in Computer Science or a related field, with at least 6 years of relevant working experience
- Strong understanding of data warehousing principles, data modelling, ETL (Extract, Transform, Load) processes, as well as cloud-based data technologies
- Deep expertise in various storage technologies, including object storage, parallel file systems, and databases
- Experience with data security and access control mechanisms
- Proficiency in Linux system administration, including shell scripting, system monitoring, and performance tuning

System Analyst (Data Integration)
The System Analyst (Data Integration) will focus on integrating HKGI’s data lakehouse platform with internal systems and external partners. The incumbent will be responsible for designing, implementing, and maintaining efficient data flows between HKGI’s data lakehouse and other systems while ensuring data quality, security, and compliance. The incumbent will assume the following responsibilities:
Key Responsibilities
- Design, develop, and maintain APIs and data transfer mechanisms (e.g., RESTful APIs, AWS S3 Upload) for seamless data exchange with external systems
- Design and implement strategies for data replication, failover, and disaster recovery to ensure high availability and data durability, leveraging clustering technologies (e.g., Kubernetes) and load balancing
- Establish and enforce data security policies, including access controls, encryption (data at rest and in transit), and audit logging, to protect sensitive genomic and clinical data
- Analyse system performance, identify bottlenecks, and implement optimisations to enhance data throughput, response times, and overall system efficiency
- Implement and monitor data validation processes, lineage tracking, and quality control checks to ensure the accuracy, consistency, and reliability of genomics data throughout its lifecycle
- Collaborate with bioinformaticians, software engineers, and stakeholders to design and implement data integration solutions for various genomics data types (e.g., FASTQ, BAM, VCF, short-reads, long-reads) and clinical data (FHIR, HL7)

Requirements:
We are seeking a high-calibre candidate for the post of System Analyst (Data Integration) who possesses:
- A bachelor’s degree in Computer Science or a related field with at least 6 years of relevant working experience
- Solid experience and deep understanding of data integration patterns, API technologies and data security
- Solid experience with robust and resilient data transfer protocols (e.g., SFTP, HTTPS, AWS S3) and extensive experience with RESTful APIs
- Proven track record in designing and implementing data storage and management systems, with a strong grasp of data modelling, database design (SQL and NoSQL), and data warehousing principles
- Familiarity with clustering technologies (e.g., Kubernetes) and load balancing.
Preferred Attributes
- Experience with healthcare interoperability standards, particularly FHIR and HL7.
- Knowledge of genomics data formats (e.g., FASTQ, BAM, VCF) and standards (e.g., CRAM)
- Prior experience in genomics is a plus but not required
