Assistant Manager (Communications and Public Affairs)

Reporting to the Head of Corporate Communications, the incumbent will perform the following responsibilities to enhance HKGI’s brand awareness and foster public understanding of genomic medicine by planning and implementing a wide range of publicity initiatives.

 

Key Responsibilities:

  • Implement publicity projects to publicise HKGI’s latest development and achievements, such as press briefings, corporate events and visits, as well as production of corporate publications and videos
  • Develop news angles and pitch for media opportunities proactively to promote HKGI
  • Build and maintain strong relationships with mass media and key stakeholders
  • Conduct daily monitoring of local and international news and industry updates across media platforms
  • Draft, edit and translate bilingual communication messages and materials, such as press releases, line-to-take, media Q&As, speeches, advertorials, social media posts, corporate presentations, website and annual reports
  • Identify appropriate channels or platforms to engage target audiences and promote HKGI’s work; follow through the projects from planning and procurement to successful delivery
  • Assist in preparing meeting materials for Committee and Board meetings
  • Support the Corporate Communications team’s administrative operations
  • Perform any other duties as assigned by senior officers
Requirements:

We are seeking a high-calibre candidate for the post of Assistant Manager (Communications and Public Affairs) who possesses:

  • A university degree in Communications, Languages, Public Relations (PR), Public Administration or related disciplines
  • At least 6 years of relevant experience in corporate communications or related fields, including at least 3 years in an in-house role. Experience gained in a sizable public organisation will be an advantage
  • In-depth knowledge of public affairs, a strong media network, and solid experience in media relations and issue management
  • Excellent command of written and spoken English and Chinese, with the ability to transform complex medical/healthcare information into compelling stories that resonate with target audiences
  • Proactiveness, self-motivation and resourcefulness, with the ability to manage multiple priorities and work independently with minimal supervision
  • Strong presentation and communication skills with a keen attention to detail

Analyst Programmer

The Analyst Programmer will assist in the end-to-end development, integration, and maintenance of HKGI’s clinical applications, bioinformatics platform, and Data Warehouse.  This role combines hands-on development, system architecture, and stakeholder collaboration to ensure our platforms are scalable, secure, and resilient

 

Reporting to the System Analyst, the incumbent will assume the following responsibilities:

 

Key Responsibilities:

  • Develop, test, deploy, and maintain scalable, secure APIs and applications supporting HKGP recruitment and system integration
  • Enhance programming codebases, applying best practices to ensure clean, maintainable, and efficient code quality
  • Perform debugging, troubleshooting, and performance tuning to ensure optimal system reliability and functionality
  • Work on database design, query optimisation, and data integration tasks
  • Collaborate with cross-functional teams to ensure development work is aligned with technical requirements and project goals
  • Prepare and maintain technical documentation, including system designs, API specifications, and code comments
  • Research and apply emerging technologies and best practices to enhance development processes and platform capabilities
  • Perform other duties as assigned by senior officers
Requirements:

We are seeking a high-calibre candidate for the post of Analyst Programmer who possesses:

  • A bachelor’s degree in Computer Science, Information Technology, Bioinformatics or a related discipline, with at least 4 years of post-graduate experience; candidates with substantial experience in IT application or bioinformatics platform development will be considered
  • Hands-on experience and proficiency in PHP programming
  • Solid knowledge of relational databases and query optimisation techniques
  • Experience developing and integrating with RESTful APIs and web services
  • Strong analytical, problem-solving, and communication skills
  • Ability to work collaboratively in a team and adapt to new technologies
  • Candidates with less experience may be considered for the Programmer position

 

Preferred Attributes:

  • Experience with the Yii framework
  • Familiarity or hands-on experience with Java or C#
  • Exposure to CI/CD pipelines, Docker, or Kubernetes
  • Prior experience in developing clinical applications
  • Experience working in clinical or healthcare applications
  • Knowledge of public cloud platforms and services

System Analyst (Informatics)

The System Analyst (Informatics) is a key technical expert responsible for the end-to-end development, integration, and maintenance of HKGI’s applications supporting genomics analysis and genomic/clinical data workflow management, alongside the bioinformatics platform.  This role combines hands-on development, system architecture, and stakeholder collaboration to ensure our platforms are scalable, secure, and resilient.

 

Reporting to the Senior Manager (Projects and Operations), the incumbent will assume the following responsibilities:

 

Key Responsibilities:

  • Develop, deploy and maintain applications supporting genomics analysis and genomic/clinical data workflow management across on-premises and hybrid-cloud platforms to achieve scalability, high availability, and security standards
  • Implement automated CI/CD pipelines to streamline workflows for genomics analysis and for genomics/clinical data processing
  • Administer application databases and data pipelines, integrating up-to-date clinical and scientific data sources while ensuring proper access control and account management to maintain robust security
  • Assist in the design and management of data integration workflows between various systems, including HKGI’s Data Warehouse and external systems
  • Collaborate closely with the project management team and key stakeholders (genome curators and scientists) to gather user requirements and ensure the timely delivery of projects
  • Support the daily operations of HKGP, including post-release testing and provide support outside office hours as needed
  • Create automated reports for statistical analysis and application monitoring
  • Develop and execute manual and automated test cases to ensure system quality and reliability, with supporting documentation
  • Provide technical advice to the team and mentor junior staff
  • Perform any other duties assigned by senior officers
Requirements:

  • A bachelor’s degree in Computer Science, Information Technology, Bioinformatics, or a related discipline
  • At least 6 years of post-graduate experience in application and/or backend development
  • Hands-on experience with frontend and backend API development with React.js, Node.js, PHP, Nginx, and messaging systems such as RabbitMQ
  • Proven experience in developing and supporting data analytics systems and processing platforms
  • Solid experience in database administration and schema designs with databases such as MySQL, Redis, and cloud services like AWS RDS (or equivalent)
  • Proficiency in Linux scripting and server management
  • Proven hands-on experience with Docker containers, Kubernetes (K8s), and CI/CD tools (e.g. GitLab, GitHub, Jenkins)
  • Strong understanding of system design principles for large-scale systems
  • Proven experience working in a sizable organisation with supervisory responsibilities
